does anyone know how to turn an animated gif (from photoshop) into a video file for vimeo or sites like that?

i know that you can use quicktime, but for some reason quicktime isnt on my computer, and every time i try to dl it, it doesnt work and its just a plugin, and i get a message that says

"There is no default application specified to open the document “QuickTime Plugin.plugin”.

does anyone have an explanation for this??
